Twardzik, Argall Announce $90K Strategic Management Planning Grant

HARRISBURG – Rep. Tim Twardzik (R-Schuylkill) and Sen. Dave Argall (R-29) are pleased to announce the city of Pottsville has been awarded $90,000 through the Pennsylvania Department of Community and Economic Development’s (DCED) Strategic Management Planning Program (STMP) to develop a five-year financial and operational plan.

“This grant will provide Pottsville with the resources needed to take a comprehensive look at its financial and operational future,” said Twardzik. “Strong financial planning is essential to ensuring our communities can continue providing quality services while preparing for the challenges and opportunities ahead.”

“This very competitive state grant, agreed to by Republicans and Democrats at both the city and the state level, is another important investment in Pottsville’s future,” said Argall. “With the unanimous support of City Council and local legislators, our goal is to continue breathing new life into Pottsville by bringing new investment and supporting local businesses, helping make Pottsville a destination for residents and visitors alike. A strong financial foundation at City Hall is essential to building on that momentum, protecting essential services, and planning for the future.”

“We are very excited to have the City of Pottsville included in the Strategic Management Planning Program,” said Councilman Jonathan Marsh, who also serves as Director of Accounts and Finance. “I strongly supported pursuing this program from the beginning, as STMP is an important opportunity for us to take a comprehensive look at the City’s finances and operations, identify the challenges ahead, and develop a realistic roadmap for long term financial stability. We know there is a lot of work to do, but this gives us the resources and professional support to make informed decisions and plan proactively for Pottsville’s future. I am incredibly grateful to DCED and our state partners for recognizing the importance of this work and investing in our community.”

The STMP provides matching grants of up to $200,000 to help local governments develop comprehensive, multiyear financial and operational plans.

Pottsville will use the $90,000 grant for phase one of a five-year financial and operational planning process. The plan will help the city evaluate its current financial and operational position and establish strategies for its future.

This award is part of nearly $1.5 million in STMP grants awarded to 16 local governments across Pennsylvania. Since 2023, the program has provided more than $12.7 million to strengthen 118 communities.
